1. Follow these steps on How to log on as an Administrator

Step 1: Follow the steps to Enable Built-in ambassador.
Press Windows + X key together on your desktop screen.
Click on PowerShell (admin)
Type or copy/paste the following command and press Enter:
net user administrator /active:Yes
Now log off from the current user and try to login to the administrator account that is enabled.
Note: Please follow the aforementioned steps and type internet user ambassador /active:no to disable admin account after the troubleshooting is done.
Pace 2: Modify the business relationship blazon.
Press Windows + R keys from the Keyboard.
Blazon netplwiz and click on Ok.
Click on the Users tab.
Under Users of this computer: select the account yous want to change.
Click on Backdrop button.
Under Grouping Membership tab and select Administrator as user business relationship type.
Click on Use and Ok.

Take tried it yesterday, when i was in safe manner and did this in cmd net user administrator, i notice that the condition of my admin account is active already, and so i decided to try lock screen by pressing windows L since I'm in safe mode, luckily i saw my admin business relationship and admission to it. So i become to manage my accounts and change my local account and set up it as my new administrator. Problem solved!

Unfortunately, I can't access the file SAM considering it's apparently being used by some other process. Is there a solution to this?
